The Lower Eyre Council governs a regional area on the southern tip of the Eyre Peninsula in South Australia, encompassing the townships of Cummins and Coffin Bay. Factor UTB designed and construct two sewage treatment plants within the Council area, both of which are now operated by the same Council staff member. The Cummin plant was delivered in 2009 and the Coffin Bay plant in
2001.
The plants were delivered with common process equipment and control systems, ensuring consistent operational understanding across both sites. This approach provides operational efficiency, simplifies training requirements and allows Council to maintain a centralised inventory of spare parts, reducing downtime and improving resilience in regional operations.
Both treatment plants consistently deliver high-quality recycled water suitable for reuse in irrigation of community green spaces, sporting fields and amenity areas. This reuse strategy reduces reliance on potable and bore water supplies while supporting liveability within the townships. Importantly, the systems were designed to protect the sensitive receiving environments of the Lower Eyre Peninsula. This is particularly critical at Coffin Bay, which is internationally recognised as home to Australia’s most renowned and premium oyster industry. Maintaining strict water quality standards for effluent reuse and discharge is fundamental to protecting the ecological integrity of the bay and safeguarding the reputation of Coffin Bay oysters in both domestic and export markets. By applying robust treatment processes and tertiary disinfection, Factor UTB’s facilities enable Council to achieve these environmental and commercial objectives with confidence.
